That is certainly your problem. You need to use relays. This even happens in the A4s using slightly higher wattage bulbs... and they switches are nearly identical.

I have had a problem over the last year or so with my headlight switch.
I've had it replaced three times now. The problem is either the lights
only work in high beam mode or the high beams come on when I use the
turn signal for left turns. With the last switch replacement, the wiring
harness was burned on a couple of the pins and was replaced. Could this
problem be coming from my european hella lights and if so, would wiring
relay alleviate this problem? I had the lights switched at least two
years ago, meaning I had no problems for at least a year.
