[s-cars] Dragging Brake

Guys,

Pulled both rear wheels this AM and moved the lever where the e-cable
attaches.  Both moved easily.  I think that Dave called it with
something making the e-cable stick in the sheath.  Would have thought
new cables would have been better behaved.  So for now, I will not use
the e-brake until things warm up.
