[s-cars] tif files in etka

Microsoft FAX Viewer won't open them nor will Photoshop. Both claim
they're not formatted properly.

I'd bet they're formatted specially for ETKA use, e.g. part of the
many diagrams shown throughout. I wouldn't worry about it.
