[s-cars] belly pan

since I put my H&R's and bilsteins on, I'm too low to run a belly pan safely
in the winter.  I decided to leave mine off till spring since I/C funtion is
less of an issue in cold weather, and high speed runs are curtailed.  It
does get pretty nasty on the underside w/out it Though.  Rit
