Based on my experience with HID hack kits, it's probably the ballast. Check
by swapping the ballasts. If the other light is out after you've swapped
ballasts, the ballast is the problem. If not, it's the capsule.

Hello everyone,

  I have a quick question for those who have installed the mucollach HID
kits. One of must lights just went out and I was wondering if there is a way
to tell if it is the bulb or the ballast which has went bad, or is it only
one that typically goes. Thanks.
