The boot can be slipped in between the spring coils with the insert removed.
It's a bit fiddly getting the boot on to the upper ring but it can be done.
My '97 came with no boots and I replaced both of them this way.

Gents:
Let's just say you're replacing the front inserts in your S-car.
Let's also say that the reason you think they failed was torn shock
boots. You know you can replace the inserts from on top, without too
much hassle, and that it can be done quickly if you have a clue.
But what about the boots? Can they be replaced from on top as well?
Or some other way that would NOT require the entire disassembly of the
struts?
