  Sounds like you need to service the rear calipers, Max.  The problem is that the parking brake actuating levers become corroded inside their housing in the caliper.  The real cure is to take them out, clean their chambers and reassemble with fresh lubricant.  Here's a report on the basics of rear caliper overhaul:  http://20v.org/brakere.htm
