Along those lines-Countertop polish!  Yes, Countertop polish.  I use it
on my tail lights, interior wood inlays and yes, instrument cluster
covers.  Works amazingly well.

Hello Dave-

Can't help with the socket, but for polishing plastic, try some Brasso.
Has worked on some acrylic "crystals" that are on cheaper watches and
has brought a few DVD's and CDs back from the brink for me, so I would
think it would work fine on the cluster cover.  Of course, try it on a
small inconspicuous place first to verify.
