As they are not spending any money in the scam (a fake certified check may
cost 6¢ to print) there is no way to harm them with the "money" they'll send
you. The only way would be to have the check expertised as a fake while they
still think you will send them the over payment so you can send the Interpol
financial fraud team after them before they close the cell-phone and PO box.
