[s-cars] NAC - scammer on the hook

Call the local authorities.  Law enforcement has the best tools to
put heat on these guys and more are establishing cases to prosecute
them.
These scammers are so brazen and thick-skinned that individual attempts
have little effect on them.  You can be sure there is no real money  
of theirs
in any transaction.
