I think you have a reasonable handle on maintaining Jean's S4 without
going hog wild like YOU did Bill.
Fluids, radiator hoses, all the other stuff you wrote is all due now
that she's 15 years old 
Mike said it right you GOTTA have HID's installed in the low's . 

I have 2- S cars, my 1993  with 160K miles, and man it's been reliable.
Never had the weird experiences I read on this list I'll tell ya/' Which
encourages me to write, Don't Crush it, restore it?

You sister will THEN put money into a car that will serve her well and
should assist on the day she decides to sell.

But you can always sell a properly maintained S car.  
Long as it's not crazy priced like the $25K 1995.5 S6 Avant Black/Black
out there Pacific  and still on the market.

Here's my sort of your list, in the spirit of keeping the cost down.. 

BLING or Do it later list

Cheap and good mod... clear corners.    $35
Hoses... I'd say red Samco's but blue looks pretty cool with black.
$300
034 ignition coil set   $650 (just buy a few OEM units as spare.. Fix it
when it breaks.
Interior could use a new three spoke wheel but I think is hard to find
and fit?
New control arms, tie rods, ball joints and bushings... All I think.
$$???
New rear subframe cross members, parts and bushings   $$?
Wheel bearings?

Must Have, do it now

New Antifreeze after flush
T connecting tube ( 4A0819497) along with the other back of the engine
coolant connector (034121143E.)

Headlights...  HID's are worth the effort and $
New after run pump, T coolant connection and motor block coolant
connection.. uhmm $145
Check and replace coolant hoses if too soft?

YES, Girling's are fine! Given the old girls level of driving and no
track time, stock brakes
are okay IME, i.e. good for one panic stop.

Rear brakes I think are okay and can be replaced whenst worn out.
Stock clutch is working Aokay.
Ignition switch is oem two years old.
Clutch master cylinder I think we'll wait for failure.

Those precious '92 shocks and springs stay.
New snub mount    $75
CV joints repack and replace if necessary.
New 034 drive shaft bearing.  $100
New ebrake cables    $125
