Lots of things to check.
Tire pressure... lots of people (not on this list though) have no idea how much tire pressure can kill your economy.
Oxygen sensor could be old and need a replacement.
Coolant temp sensor or thermostat could be bad and reporting low engine temp, resulting in richer mixtures.
Kinda hard to advise too much as a little less than 20 MPG isn't that far off normal (I suppose)

Anyways should give you something to do for 20 minutes or so
