My 95 1/2 avant was an August '95 build that came with solid headrests.
I believe the Audigodz SOP is/was to empty last years parts bin and then go
with the new stuff.  So, I would guess the switch came towards the tail end
of the '95's and / or just before, or after the '95 1/2's started... let's
say summer of '95.
IIRC the 95 1/2's woulda been '96's except that would have required
emissions certification so they just kept calling them '95's for as long as
they could I guess.
