Many many race cars since the 70's used adjustable roll bars much like the 
above pictured. What you are looking at is one leg of the bar, the link to 
the control arm goes at the small end. The adjustment is done by rotating 
that tapered bit. When in the position pictured the bar is at full soft, 
then as it rotates toward the flat leg being vertical it gets stiffer.
