i don't know what you mean by "checked with a multimeter".  i
had a low boost problem, and after a lot of troubleshooting, i
ended up at the WGFV as my leading suspect.  the WGFV passed the
output test and resistance/continuity seemed to be OK.  after spending
time chasing down other possibilities, i decided to just replace
the WGFV, which solved the problem.  i tested the old WGFV with
a function generator and it failed at higher duty cycles.  worked
fine when actuated slowly (as the output test does), but stopped
operating at higher duty cycles.

do you know that the other WGFV was good?

i didn't see the initial post, so i don't know if you checked this yet.
did you try disconnecting the WGFV from the WG?  plug the hose so you 
don't have an air leak, and take it for a drive.  be careful with
the amount of boost you generate because disconnecting the WG eliminates
ECU boost control.
