Kent,

this is a very prevalent, and very sad thing going on across the  
entire U.S. and Canada- not to mention the world. To put it in  
perspective, there have been 8 people killed alone in Maine this  
winter, from going into terminal stations in rural parts of the state  
and cutting into a live mainline terminal by accident....... as they  
were "guessing" which line to cut, to then strip out all the copper  
and sell as scrap. very sad.

this is also the case in eastern europe, india and north africa.
