Emachineshop.com will do it.  You submit the design using their CAD program
which is a free download and specify the material and they provide an
immediate price quote.  Beware short production runs are expensive due to
setup costs on their end.  Pretty cool stuff IMO.

Yes, the press on plastic wheels are the same on US models - junk.  This has
been batted around the list before, but I don't believe a replacement source
or alternative solution has yet been found.  I suppose a replacement could
be milled from brass, or re-molded from plastic.  Attachment would then
likely involve press fitting onto the knurled shaft in the headlight (which
would also likely involve disassembling the headlight to be able to support
the rear of the shaft in some manner), a tiny set screw, or setting with
some manner of epoxy.

Anyone out there know any companies who might embark on a project to mold
replacement gears from plastic or mill them from brass/bronze whatever?

I have managed to score a set of Euro headlights for a 94 S4.  
Hopefully someone can help me with one problem.

One light is missing one of the white plastic adjuster wheels. Are  
the adjusters  the same as on the US models?
