3rd for goo-gone, it is also the best thing I've found that removes drippings from a carob tree.  Nastiest stuff I've ever dealt with, road tar isn't even in the same league.
I soaked small pieces of paper towel and left them on the marks for 15 minutes, then they wipe off with fairly minimal elbow grease.
I assume the stuff also removes wax, so a thorough 2 or 3 step polish/ wax might be justified to nicely finish the job.  A side benefit of this is that I've found that road tar flakes off much easier if the car is freshly waxed.
