Well, my initial answer was based on the assumption that you intend to cut some of the bumper reinforcement to accomodate the intercooler.? If this is not the case, you may have to get that extra inch by moving the steering cooler.
On mine, I cut the bumper reinforcement, and there was no need to move the steering cooler from the stock location.

Just leave it in it's factory location with the Treadstone TR-8 in
front, or move it in front of the Treadstone TR-8?
