In TN and WV, I believe, that's children in the pickup bed, must be  
seated, Old Smokey is a free range animal, Coon Dog, that is, and  
credited with more intelligence than
the human passenger in the pickup bed.  :-)  No tether required here,  
except on the basketball court.  :-)
