Mark,

Can you open it from the inside?

Does the lock seem to turn but the handle has no resistance when pulled ?

Have you opened the secret / hidden panels behind the tailgate lights and
pulled on any visible metal rod to release the latches?

Let us know.  Report back.

If you have to remove the tailgate inner panel (and it sound like you will)
