[s-cars] emissions test failed

UrS-heads,

So the UrS4 at 115k didn't get through NJ emissions inspection this time.
Here's the data:
Requires HC below 100 and CO below 0.5
96k Dec. of 2004 HC 61 CO 0.04 pass
107k April of 2007 HC 81 CO 0.45 pass
115k Nov 2008 HC 117 CO 1.78 fail
I know that they didn't test properly, but there's no arguing with these
women (yes both inspectors). They turned it off twice and stalled it once
then only slowly raised it to about 2400 rpm test. I know when it's hot and
is gunned well, it runs clean. Any suggestions on what could be causing the
perceived progressive deterioration in the numbers? I just put new air
filter, fuel filter, tbelt, etc. They require something to be done before
they retest.
