[s-cars] 20 psi does not feel anywhere near 20 psi, possible leak?

forrest,
disconnect the WGFV hose to the wastegate. plug the WGFV so no air leaks. you've taken the wastegate out of the equation. how does the car drive with the WGFV disconnected?

installed the 034 HO coil kit and changed the BPV around so that the
bottom of the piston faces the MAF hose (makes no more honking noise
now)
no stutter, no hesitation, no bucking acceleration is smooth but it
does not feel at all near what I rememeber 20 psi to feel like.
have been driving at 5-10 max boost since August as I have been curing
coils and EM leaks, all fixed. So I assume that even with that 20psi
should feel like wow.
I have the belly pan off and can hear air wooshing sounds like from the
intercooler area. last month running friends coils car felt faster and
I had blown off the MM hose at intercooler and had a leak below the
turbo at the hose.
thoughts being a boost leak still at the MM or possibly in the IC, but my question...
Can I hit 20 pounds of boost with a leak? have 20 psi but feel slow with a leak?
its been so long since this car has been fun aside from the fun of installing new parts
