[s-cars] RF Controllers(3) don't work- Finally want to fix

It's been a long time since I haven't been able to use my controllers. I thought it was a bad controller so I bought another one. No GO! Trust me, I've done every incantation/itteration of the programming procedure there is including new batteries (3)
 
I'm pretty sure I posted this before but I' thought I' d give it one more shot. I was poking around in FA looking for something else and I came across, AS PLAIN AS DAY-
