Not an expert but I know this comes up with other cars/makes as well and the
typical answer is no the city light isn't powered with the NA harness. The
usual thing you find is as you say - a 4 vs. 5 wire connector or something
similar.

If it doesn't come up hot because the harness doesn't support it, and you
want to run City Lights, you'd want to rig a connection from the parking
light circuit, although you'd then be cranking up the amperage on the wiring
slightly.  City lights are usually small bulbs so OK. But if it blew the OEM
parking light fuse you'd either need to rig a relay or take the more risky
strategy of running a fatter fuse. NOT a strategy I usually ever recommend
although this is one of the few cases where it might be OK - I'd do the
numbers on bulbs and wattages, and back-calculate total amperage on the
circuit then check the OEM fuses.  I'm betting they've got plenty of 'room'
to add a bulb on each side but you should check it out.
