[s-cars] Should I see error codes 2111 and 2112 when engine is not running? (UrS4 '93)

Gents,  I need help.  I managed somehow last 4 years with no major 
problems with my 200 TQA '89 and UrS4 '93 (just fuel pumps, clutch MC, 
clutch pedal and not worth of mentioning ignition power stages in S4 and 
window motors in 200).  Now both acting bad and S4 is the worst - does 
not start.  It catches for half of a second and dies.  Codes are 2111 
(RPM sensor) and 2112 (TDC position sensor).  Are they supposed to be 
there when engine does not run?
