There's not a fuse in the normal fusebox through which the radio circuit flows?  Really? What car? If the radio will not come on at all, regardless of engine running or not, and battery is otherwise good then my guess is you blew either the one in the fusebox or possibly the one in the back of the radio itself. 

I believe even once you max the # of incorrect attempts to enter the code it will still display, no? 
That would be a clue as to whether it's getting power at all.
