[s-cars] Fog light HID upgrade?

Yes, there's a relay with some logic to do this. If you take that 
relay out of the loop and provide ignition-switched power to the 
input side of the switch, you can run the fogs independently of 
any other lights. I've done it on 3 C4 cars and on my B5 A4.
