Chris,
I should have been more detailed in my message. The dealer has not yet installed the LATCH system. They called be before doing so which was a good move on their side. I had dropped the car off at the dealer the evening before as I live about 45 min drive away and can't take 1.5 hrs out of my work day to drive back and fourth in the morning. Granted they only got working on the service as of this morning however I still have to make two round trips to get there before 6 pm closing time taking time out of my workday to deal with this which would have not been an issue if they had correctly indicated to me initially that this would not have been provided free of charge and I would not have perused the service in the first place.
Well, I am ranting here. I'll save it for the dealer.
At least I can still walk away without a problem, it is just irritating that they wasted my time and effort due to their misinformation.
I do have a saved phone message stating that the service would be provided "free of charge", at which point I called to schedule the appointment.

If they told you it would be free before they did the work and now after completing
the work are trying to charge you. that's simply unacceptable.
If the dealer's employee was wrong in stating it would be at no charge, it should be
an expense the dealership would eat not you
.
Just like Best Buy's mistake of putting the Palm Pre in their system for $89, (below their cost) the rep
informing you there would be no charge made the mistake not you.
I have a 3 year old daughter and her Britax car seat is held in quite firmly using the center lap belt, I'm sure
if they had quoted you $900 for the latch system you would have walked away, I suggest you
inform them of this.
If I were you I'd offer the dealer two options; 1.uninstall the latch system and call it good (no charge), or leave it
installed for free as they quoted but you shouldn't pay a dime either way.
