Dave,

I routinely get 25-27 mpg on the highway.

My car is set up with:

RS2 fuel injectors
RS2 EM
RS2 MAF
Garrett 3071 turbo
Pastore's "RS2" chipset
Delphi D585 coils
EDU 6 speed transmission

I drive at ~ 3200-3300 rpm which for me is 6th gear at ~78 mph.
I believe with a correctly running car it's more about how you drive
than what you drive.

Make sure your car is running right, perhaps that will require a
different chipset which you may be able to borrow from someone.
But you should be able to easily get 25 mpg .
