[s-cars] So, how do we deal with this?

I've stayed out of this so far (I guess until now), but it doesn't
really bother me when somebody posts parts in the Cars section.  I can
see it happening by accident as the category defaults to Cars if you
don't change it.  The problem I have is with the folks that purposely
post the same ad in both Parts and Cars.  

I subscribe to the Marketplace list, so when that happens it obviously
doubles the e-mails I get for the ad.

There is an idiot from NH that has been doing that continuously over the
past few weeks.  Last week he posted 20 individual ads for 20V200 parts,
and then duplicated them in the Cars section.  So I got 40 e-mails from
him.    And he keeps reposting them every couple of days, though at
least he combined them all into one ad but still posted it in both
sections.  And he's still doing it as of a few hours ago.  This isn't
somebody making a mistake.  This is somebody being an arrogant ass that
doesn't give a crap about anybody else.
