Betsey: Not sure what you have UrS4 or UrS6.  There is subtle difference.  However, in general, the
 turn signal housings are clipped into both the fender AND the headlight.  The UrS4 signal has one
 (two?) tabs that clip into the headlight.  You need to depress those tabs to release the turn signal 
housing, it will then slide forward and out the car (once you disconnect the lamp holder wiring).

The UrS6 has a "lock" that you need to rotate 90 degrees (IIRC) to release the signal light housing 
from the headlight.  

If those don't work for you, the only solution is to remove the headlight assembly with the turn signal
 still attached.  Use this procedure to do this:
