Yikes, that's a new one.

I might be tempted to remove the mechanical part of the switch, then  
give it a bath in your liquid lubricant/penetrant of choice. Sounds  
like the tumblers are just gummed up. Lucky you, Hanz und Franz  
designed the switch in two parts, so you won't hose the electrical half.
