Sounds like you should hit the suspension first.
I'm a big fan of the euro sport springs and konis (pricier but very very nice ride and reasonable ride height for those with snow or less than perfect roads. 
Next brakes - hard to beat Big blacks or reds / but the boxter package fro 034 is pretty reasonable.

Then speed... with the two about you are now out at least 1500 so how much can you handle... 
simple MTM or 034 or IA or MRC stage 1 or 1+ will certianly put a smile on your face...

The next is only if you are going full hog.
The manifold is probably not essential thought it is nice - but quite a bit of labor for just stage 1 tuning... and if you are going to do it then you might as well do the turbo and if that's all unbolted there is no better time to put the stromung exhaust in. The exhaust sounds great, the turbo spools up faster and the tips look fantastic - but it's gravy.  
Chip tuning, suspension and brakes will transform your ride.  ONce you get into turbo (injectors, manifold, software) and exhaust you will easily double the expense of the chip, suspension and brakes...

I've done all the above and run full OEM rs2 spec with IA software, euro sport springs, stromung exhaust, FMIC, Big Blacks... as my daily driver and it has impeccable manners.
