Classic TBV failure signs to a T, almost enough to recommend outright
replacement without testing, but the other possible cause is the
control line from the valve to the intake manifold.
First, check the line from the intake manifold with a mityvac, if you
have one. If it fails that, check again from the valve itself with a
section of known-good vacuum line.
It is hard to recommend "upgrading" to a Forge or other fancy valve;
the stock unit is cheaper, lasts ages for most people (even those of
us who had chipped ECUs) and requires no maintenance.
