my client/employer uses phosgene in large scale chemical plants. it's quite
the chemical hazmat party...

you start with chlorine gas (nasty), make the phosgene (extremely nasty),
use it for your phosgenation process, and afterwards have both leftover
phosgene and hydrochloric acid.   after all the rest, a little HCL is like
spring water, hazmat-wise.
