It should be true.

The O2 sensor code could be a symptom, rather than the problem. Sometimes
you can get an O2 sensor code if, for example, you've got a plugged
injector, or a misfire, which can cause excess oxygen to be dumped in the
exhaust stream. Then, no matter how much the computer makes the mixture
richer, there's still lots of o2 in the exhaust gas, because some is getting
pumped through with every revolution.
