Yeah that's a huge pet peeve for me.

Turning in lease cars? They deduct for every single missing key... "where's
the Valet? where's the plastic wallet key? you MUST have them all so we can
turn them over for the new owner!"

But when you're buying the same car CPO? "naaaawwww... there's no Valet or
plastic wallet keys... the original owners never turn them in... you're
lucky there are 2 remotes!"

Gee surprise surprise, they don't actually take the money you pay for the
missing keys to get replacements! Nice profit on that scam.
