[s-cars] Light throttle slit-second hiccup

I have the same problem with my RS2'ed 3B in my urq.
It will only happen at very light throttle.
By very light, I mean just enough to open the idle switch but not any
more.
It definitely feels like the ignition was turned off for 1/10th of a
second.

Brandon Rodgers reported the same problem with his 3B urq and fixed it
by tightening the wires grounded to the head.

My wires there are tight, however my intake has been powder coated, so I
may not be getting a good ground connection.  I have since added a
ground strap from this connection, however I won't know if it is fixed
until spring and the road salt is gone.
