[s-cars] timing belt service issues

There are 2 different variants of the bracket and idler pulley setup- early
ones (no idea of VIN break/date) are serviceable, and later ones aren't, or
at least not as easily. The currently available part is the non-serviceable
version. Some people have sourced early, serviceable units from parted S4s
and rebuilt them.
