The rubber can and does fail, leading to the symptoms you're describing.
You'll really have to pull it to find out.
Also, be aware that there was a running change to the dampener, and the
currently available dampener requires a separate washer/spacer that your car
may or may not have- it's ~$70 all by itself, which is rude, but if you
don't install it (or a reasonable facsimile) the new pulley will bottom on
your oil pump. Check yours carefully when pulling the old- some people have
thrown away the washer with the old pulley, which leads to much gnashing of
teeth later on.
