I use a very thin layer of sealant on all oil and water gaskets, on new or reused gaskets... As thin as you can spread the sealant is the rule. WRT lock washers on a turbo connection Jeff, they aren't any better than (read: they become) flat washers repeatedly heat cycled by a red hot turbo.

gasket is sufficient.
On our aging turbos, that might be tough to ascertain. flatness, as I know
you like 'em with noticable boobs,
but I digress . I think the high temp sealer should do the trick.. obviously
don't goop shut the center hole.
I use lock washers on my connections in that area, because I want to enjoy
the next time my turbo turbine side grenades
and R&R it easily.
