[s-cars] Brake booster + steering rack boot

The only problem with vacuum boost is you can lose an awful lot of brake
boost when the turbo boost is on...which could be JUST when you need it (the
brake boost).

At least I'm finding this issue consistently on the autocross course with my
Saabaru (WRX in drag).
