Clunkers had nothing really to do with environment/safety. It was pure auto
and general economy subsidy/stimulus, end of story.  Desperation move to
ensure that more companies and jobs in the Auto industry didn't collapse.
Anything otherwise was pure PR benefit...  Seems to have semi-worked, in
keeping the next tier of dealers/suppliers alive through the worst of it.

Agree with you though, I still find this "bail out and subsidize incompetent
companies and industries" approach irritating.
