That was my first try because I got the car to start after applying 12V directly to the pump during the first round of diags, plus the pump in the '93 was almost new so I just swapped the two.

BPV is relatively new. O2 is original, but car has only 87K miles. No drop in MPG lately. I just now unplugged the ECU and confirmed that I get the same behavior with ignition on (no CEL, boost showing 0.2). Pin 18 is showing 12V as expected. No evidence of water intrusion or corrosion on/around ECU. I'm about to go pull the '93 ECU and see what I get.
