Yes, if it is a US-spec car that was sold/registered in Canada, then a
letter from Audi stating it was built to conform to US regs is sufficient.

But if it was a car built for Canada, non US market, there can be a million
differences. And even if there aren't, if you want a legit US title, an RI
has to import it, post bond, get signoff from DOT/EPA, etc.

Even if it needs very little in the way of conversion in actual work, it
still has to go through the process if it's a non-USA car.

It's a 91, so it will have airbags, which means the DOT nightmare some folks
have run into with earlier cars don't apply. Also, the engine is a converted
AAN, so it really shouldn't be a problem to bring in. You'll need a letter
from Audi saying that as built it complies with contemporary US regs, and
then drive it across the border.
