So whilst disassembling for the heater core replacement, I couldn't help but
notice why rainwater has been coming onto my foot for almost... ever.

The foam firewall gasket was never properly installed at the factory 15+
years ago.
It's all apart now, A to Z.  Looks like there may have been a small core
leak and the plastic neck on one hose connection disintegrated when I
removed the hose.
Will take the rest of the week to clean and reassemble.
All billion pieces.
