[s-cars] fuel pump relay

Further troubleshooting of my non-starting S6 let me to the 208 fuel pump
relay. Bench testing the relay showed erratic operation, including
chattering with some visible arcing where one of the coil wires connects to
its terminal.

However, putting the relay back in the car (with its cover off) and holding
the contacts closed manually while cranking didn't change my no-start
condition. If the fuel pump relay was the problem shouldn't operating it
manually allow the car to start?

So while I think that I discovered an impending fuel pump relay failure I'm
not convinced this is what is causing the no-start.

I checked all the fuses above the ECU. On my car (late 1995 model year
06/95 build date) there are all fuses, no circuit breakers. They are all
good.

I'm going to put in a new fuel pump relay and continue troubleshooting.
Hope it isn't another code-less CPS failure! But then the ECU wouldn't try
to engage the fuel pump relay, would it?
