I'm just curious if the OP has checked voltage at the bulbs, it should be at least 13.1 V or so or there may be a bad ground or bad wiring. OP may want to relay the bulbs (short term) and/or also consider Toshiba 9012 HIR bulbs from powerbulbs.com. Pretty respectable light output, even if its not quite up to HID levels.
