A quick look at the wiring diagrams says pin 37 is fed from the fuel pump relay. I don't think you'll see power here unless it's cranking. Does the fuel pump run during cranking? The relay is energized by the ECU providing ground on pin 3, presumably once it sees the stars align.
Wylie has a good memory... the only part he missed on my saga was the problem connection was for power, not ground (although I was on a wild goose chase for a non-existent ground point for a while, so we can forgive that misstep). My problem turned out to be a loose connection at the #15 terminal on the posts in the driver's footwell below the relays. That supplies 12V to ECU pin 27. Without that power, I got no MIL with key on, and stock digital boost gauge ('92-only) showed 0.2 BAR instead of the normal 0.9 or 1.0 with engine stopped. It's worth checking that connection because it's easy, but I think mine was a fluke caused by someone trying to use that post to power an accessory in the past.
